Get the citizens' of United States of America's permission before ratifying any and all amendments.

If we were to make a law that would not allow congress, and the president of United States to change/ratify the constitution in any way without the people's consent. The way in which this would be accomplished is that before any change can be made to the Constitution, or the Bill of Rights we must put said potential change into a vote. This vote would take place when we vote every four years for who the president will be and many other state, and local things. Thus preventing the specific change from taking place during the current term of the President or hereafter. This is to prevent any and all chances that congress would pass into law something that we the people disagree with.
