Congress should NOT be getting into specifics such as the recent FAA funding issue where they are directing specific airports to be kept open (one of many examples). This is just more "earmarks" that many in Congress have vowed to stay away from. Congress should setup guidelines for themselves that don't allow these sort of specifics to be added to funding. Let departments do their job, working with the guidelines, limits, and funding that Congress provides. This will help remove some of the partisan bias and gridlock that has become worse. Congress would still be able to have hearings to probe how and why things are done in a certain way, and other means of "control".
