With current limited and complex structure of H1-B visas (including STEM), more and more best and brightest foreign students are going back to their native countries. While the world’s economies are converging, those highly skilled scholars can easily get competitive offers elsewhere.

Will the loss of talented individuals reduce the U.S. competitiveness in the long run?
Are money and effort spent on attracting human capital in vain?
Does America’s loss become World’s gain?

A limited residency retains talents, at the same time eliminates threat to natives. Companies have a larger candidate selection pool and every degree holders will face a fair competition.
