No one is discussing how to help people affected by chemical weapons, just about how to punish Assad. Humanitarian aid seems like the more cost-effective way to help Syrians, both monetarily and politically.
Syria and Russian want to avoid international intervention in Syrian civil war. This should be used as leverage to convince them to allow humanitarian aid to enter parts of Syria that need most help.
