There should be no financial incentive to run for public office, especially at the state/federal level. It has facilitated a level of corruption that is a disgrace to our country.
Congress should not be able to vote on its own pay/benefits.
Campaign funds should be anonymous and strictly regulated by a neutral party. Or at the very least there should be significant reform to prevent bribery (i.e. corporations or lobbyists who donate to a campaign in exchange for political support).
