The 9/10ths of a cent in gasoline prices has been in the US for as long as most can remember. It used to be an easy allocation of the price of a gallon divided amongst the various groups entitled to some of the taxes collected through these sales. At over $3 per gallon, there is no reason to continue with this practice. Any accounting divisions should be done on paper, not at the pump.
