By converting the ART program at March ARB, CA into regular civil service would save more money because it would no longer allow the double dipping a lot of the ART's do pulling from both the civil service side and the Air Force Reserve side. This would also settle the AFGE's dispute involving the wear of Military uniform while performing duties as a civilian. It would also free up jobs for those who live in the area of Riverside, CA who long for civil service jobs but don't want to reenlist into the service.
