Get rid of gerrymandering

Created by W.S. on October 01, 2011

Mandate SHORTEST SPLITLINE ALGORITHM: inputs state shapes & people-locations (census data), outputs N-district map.
Algorithm statement: http://rangevoting.org/SSArecursive.txt
Its maps (2000 census, 50 st): http://rangevoting.org/SplitLR.html
Produces MATHEMATICALLY DEFINED UNIQUE map & DOESN'T KNOW voter race, politics, income, magazines read, etc, so TOTALLY UNBIASED.
SIMPLE enough so map-correctness checkable by anyone.
Runs whole USA on one PC in 1 day (electricity: $0.11) -- FAR cheaper+faster than current outrageously-biased gerrymandering costing millions & taking 1-2 years.
Produces SIMPLE (convex polygon) districts, almost always better & fairer than current maps.
US districts are worst of any major country: 98% year-in-advance congress race predictability, worse than USSR.
