Not everyone has a decent job who offers health insurance through their company. What about the people who work minimum wage jobs and are not offered benefits. They work all year long, some work long hours and holidays. Now that hard earned money has penalties deducted from it because they can't afford health insurance. Health insurance is not cheap and most insurances you have to meet a deductible first. The deductibles on most are outrageous and some people may never meet them. So in reality if you are a healthy person who gets sick twice a year, you can save a lot of money by paying for your doctors visits.
