Get rid of lifetime pensions for members of Congress and replace them with matching contributions to 401(k) plans.

Since most of the private sector has moved away from defined benefit pensions and into defined contribution plans like 401(k) plans and the like, we should phase out lifetime defined benefit pensions for Members of Congress, most of who are millionaires anyway, and contribute a modest amount to their personal retirement plans instead. This would keep the people from having to pay salaries to Members once they leave Congress.
