The United States Tax code is very complex with hundreds of thousands of loopholes. If all loopholes were closed and a flat tax was put in place. Then it would be easy for families to know how much taxes they will pay.
The flat tax should be implemented piece by piece. First corporations. Then the richest class and down for individuals and families.
Also this should include restrictions that the United States Federal Government can not spend more then came in taxes the year before.
This will lead to NEVER having another government shutdown.
This means that no more complicated tax returns. Making life simpler.
