Get tough on those Republicans (or Democrats) that prevent the passage of the budget.

Politicians have mis-used the Budget legislation to hold Americans hostage to achieve their own agendas for too many years. These selfish actions especially threaten seniors on Social Security and Military families who deserve to know they have financial security. Adopt a referendum that penalizes any politician with a $1000 a day fine who's vote causes the Budget to fail passage by the deadline. All fines collected to be deposited in the Social Security fund.
