Require every U.S. government office (not department or agency, but office) to eliminate unnecessary spending by $50000 per year, without layoffs or salary cuts below executive levels, AND add a tax penalty for companies for every foreign job or branch that comprises more than 33% of their job force. This would cut the deficit dramatically and give corporations a real incentive to create jobs at home. Incentives and tax breaks have not worked. It is time for discipline, not rewards.
