Give all residents of ALL U.S territories the right to vote and have the votes count.

The U.S has 5 territories and all of which do not have the right to vote. In some territories residents can vote but it doesn't count at all. In Guam U.S military bases occupy over a quarter of the island and 1 in 8 residents in Guam are a US veteran which is higher than any U.S state or other territory. Guam also has the highest voter turn out (at 67%) than rest of the US (at 61.9%). American Samoa is home to the top U.S Army recruiting station; so I think it's the very least we can do is give these and all territories the right to vote. The US also still (g goes by a U.S supreme court ruling from 1901 (Downes v. Bidwell, 183 U.S 244) that classifies residents of the US territories (specifically American Samoa) as "alien races, differing from us in.. customs.. and modes of thought,"
