give the American people the choice of where their tax money goes on a personal level.

On payday, Americans see a good portion of our income go to the Government, however we do not particularly have any choice in what exactly we are paying taxes for.
I suggest that we reform this.
Lets say that 40% of you paycheck goes towards taxes, and lets say that the government splits up the taxes it receives evenly among departments.
We suggest that we are given the option to split up the taxes we give to the agencies and departments we personally care about.
Say 1% of your taxes goes to 1 of 100 different departments, but you want 20% of you taxes to go to one specific department, 10% to another, and so on.
Taxes are necessary for a government to function, but who better to chose where that money goes than the people who pays it, and lives here?
A budget for the people, by them.
