Medicare only pays for care if one is on vacation abroad. This would not take the creation of a new bureaucracy. For example, Aetna covers many employees working federal jobs abroad. If a Federal employee retires abroad, federal health insurance covers the retiree. This change would save money. Many people living abroad fly to the states for certain medical treatment that they could receive much cheaper where they live. Social Security recipients living abroad have $125.00 a month deducted for a service they cannot use.
