Give Americans their unused Unemployment if they are employed 5 years or more at the same job

Depending on the state your in unemployment taxes are taken per check. However, if they are still with the same employer for years they are unable to recover money that was taken. If a person works at the same employer 5 years they should be able to recover 50% of the unemployment benefits. A person working 10 years should recover an additional 25%. A fully vested employee should not have to pay unemployment benefits. A person receiving unemployment should NOT have to pay taxes on money that they have earned but should pay taxes if they receive an extension on their benefits
