Give amnesty to Americans first. America is a nation of immigrants but American citizens with non-violent felonies should receive amnesty from the criminal justice system. Those with non-violent drug, tax or traffic violations should be given amnesty and be compelled to become part of a labor pool as part of their probation. Industry could use the la or pool to fill whatever jobs are needed.
