Since 70% of the economy is consumer spending, and a consumer dollar spent can circulate in a local economy 5 to 10 times, all federal stimulus money should go directly to the American people. It's our money to begin with.

Thus each dollar multiplies 5 to 10 times. Giving it to corporations and hoping they do the right thing is not the way to go. Much of it sat on shelves, to bolster the bottom line, not job creation.

If we had distributed prior stimulus money to the American citizens, each family would have had tens of thousands of dollars to stimulate their local economies. Thus the multiplied effect could be trillions!

We could require the money be spent locally, and enforce this by distributing it as debit cards that exclude non-local stores/businesses, maximizing the effect.
