If the government isn't going to do anything to stop the high volume of school shootings (one a week since Newton), then in order to protect the teachers who serve in schools the state should provide them with bulletproof vests and other safety equipment. Also, like military units who serve in combat areas, any teacher who is in a school that has a shooting should qualify for hazard/combat pay since they are supposed to defend themselves and their students with no weapons and if teachers are going to put their lives on the line working in a school they should at least be compensated for the increased danger involved.
