The citizens of the overseas U.S. territories of Guam, Puerto Rico, American Samoa, the U.S. Virgin Islands, and the Northern Marianas are not able to vote. In addition, they cannot send representatives to either the Senate or the House of Representatives, meaning that they have no say in the laws that govern them. The signers of this petition are appealing to the Obama administration to allow these territories to gain the ability to become states. The ideal solution would be through a vote in each territory, in which each citizen would get the chance to choose whether they would like to keep their current status, become states, with all the power and rights that entails, or even become independent nations.
