The federal government may be trying it's best to help schools, but it isn't enough; control of education and schools has to move entirely to the states. This is because every state has different needs and wants, and with the federal government, it can't fulfill all of those without a separate bill for each, so instead, the federal government uses a compromise which helps no one, and adds debt to the already considerable amount we have. Every area of this diverse union has a different culture, and in these different cultures, there are different upbringings. For instance, if the federal government decided to make a bill that would help children in areas with gangs learn, then it would just be a waste of money on the rest of the country.
