Give Congress an incentive to work together and more efficiently

Congress faces countless incentives to act according to their own individual wants and needs, rather than for the good of our country. Taking away these incentives would be nearly impossible due to so many loopholes in the system. However, introducing an incentive to work for the benefit of America would be much easier to make happen. A committee should be formed to oversee and review the progress that Congress makes based upon the quality and quantity of bills passed.This committee should be a part of the judicial branch due to their extensive knowledge of the law. If the committee deems Congress's progress insuffiecient, then they shall be given the power to suspend their pay until satisfactory standards are met. Members of this committee will be appointed by the President.
