Whereas Postmaster Donohoe said we need to shed 220,000 jobs through atrition and layoffs; give credit for all time served as a rural carrier towards retirement. There are a lot of regular rural carriers that would take the early out if all time served was figured into the retirement equation. With support of H.R. 1351 and time credit towards retirement, the Postal Service would see a significant savings by eliminating Step 12 employees.
