Give demilitarization and Michael Brown's Law teeth by adding hiring reform to the technological reforms

Michael Brown's Laws and the Demilitarization of Police are good reforms. However, they have a weakness: no matter what technological reforms pass, they will continue to be defeated by anti-social members of Law Enforcement: police who turn off their cameras, departments that game the system, etc.

Neuro-Psychological testing of Law Enforcement is an attempt to reform hiring and policy practices.

NPT covers a wide variety of behavior that impacts perceptions of other people (including sensitivity to diversity), social behavior, judgment, and intelligence.

Testing to be required at regular intervals, including hiring process and at the recommendation of independent mental health professionals. Continued employment to be dependent on meeting NPT baselines. All new and current employees.
