The way out of the dilemma the President have got us in still could be handled diplomatically if he would just get off of his high horses and level with American people and the world community. Diplomacy has not been given enough efforts just yet. So the congressional approval should be on condition that the president takes his case to the UN. Along with Russia and maybe China give Bashaar Assad 45 days to give up his pile of chemical weapons and submit to an international negotiation you will at the same time force the Syrian rebels to come to those negotiations or face the cut off of all assistance.
Any military action before exhausting all diplomatic avenues should be considered an act of treason by the President for which he will be impeached.
