Instead of allocating $450 Million to the prison within Guantanamo Bay Naval Base, Cuba, each American should be given a check for $1 Million Dollars. The detention camp at Guantanamo Bay Naval Base is sufficient to house prisoners, but the detained could just as well be held within the American prison system. Furthermore, giving each American this kind of money would be unfounded and a true boon to the economy and the world.
