Give to each living American man, woman and child the sum of $635,000 tax free in lieu of spending $200,000,000 dollars.

In lieu of the United States Government spending $200 Million dollars per year for the next Ten years it shall give to each living American man, woman and child the sum of $635,000 dollars tax free to spend as they wish. With everyone having this much capital Welfare, Food Stamp and other miscellaneous Government programs will be unnecessary creating a saving in spending.
This much additional capital in circulation would be a tremendous jump start to a sagging American economy.
People will be free to start their own businesses, do research, etc. It is anticipated that many Americans with actual working capital will develop new products and processes to further stimulate the economy.
Individuals would be required to sign a waiver of Welfare, Food Stamp, Social Security etc.
