Give Electoral Redistricting to an independent bipartisan commission, rather than the current system.

Partisan domination of state legislatures and technology design contiguous districts that pack opponents into as few districts as possible. This has led to district maps which are skewed towards one party 'gerrymandering'.
The result has been many districts are decided not by the electorate but by a parties primaries, encouraging politicians of both parties to pander to their extreme supporters disproportionately, as this is where an ELECTION IS DECIDED AT THE PRIMARIES.
There are only 38 electoral district that are genuinely decided by the electorate rather than 'the party faithful'.
THIS AFFECTS ALL OTHER ASPECTS OF GOVERNMENT. It leads to dysfunctional, non cooperative government.
If this were fixed many larger problems would be amenable to a bipartisan fix. Government would function!!!
