Elliot C. Boose is a disabled veteran who, as a concerened civilian, took the time to analyze the Iraq war in 2006 for several months and submit a stratagy to the Secretary of State office in December 2006. The troop increase was successful in dramatically reducing the number of monthly troop deaths just as predicted on the stratagy itself. THere were other aspects of the stratagy that was also used such as allowing people with criminal records to serve, having an extended presence, getting our allies to assist us, look at Iran's influence on insurgents, and focus on Iran and Iraq's leaders to determine thier motivation. At the time of submission was a congressional election year and overwhelming requests to remove troops. I wanted the same, but I knew Bush would not and advised this.
