Give email account holders the right to block email originating from other countries such as China and Russia.

I understand the internet spans the globe but I have also noticed much of the spam and phishing attempts originate from overseas. I would like to be able to block any overseas email thus not having to rely on spam and anti-virus software filters that don't properly do the job anyway.
