I think you should pay small business owners and entrepreneurs a monthly stipend. This stipend will be for three years and will be given monthly. All effort involved in obtaining and maintaining permanent employment is work, and efforts must be compensated for. Transitioning Workers Foundation will like to establish a government payroll system that will compensate transitioning workers for their efforts in obtaining work.
