USA categorize immigrants into two categories: Illegal or Legal. Most people think "legal" immigrants are to the ones with only Greencard and Citizenship. But this is not true. Other legal immigrants with different types of documentations are subject to pay taxes as the Greencard or citizenship holders do. The state of NJ recently passed a Dream Act for children from illegal status family to go to college with instate tuition, while the other “legal" students without a Greencard or a citizenship are still subject to pay double priced tuition. Every student who completed their secondary education in US and especially the ones whose parents have been paying taxes must have the equal opportunity and benefits as everyone else.
