John Stewart may have been joking, but seriously: How about a program to get more Americans with twitter accounts some sort of program linking them up with people of diverse ethnic/sexual/political types and get them to talk to each other. Get people to communicate outside their comfort zone. You would need some kind of reward to get them to do it. How about publishing and paying for the really good chat's. Suggest daily topics and let people make up their own.
