Give fairer treatment to disabled veterans.

Currently, veterans rated 100% P&T by the VA that were medically separated from the military and not retired are given an tan DD-Form 2765 (ID card) that grants them access to the base exchange, base commissary, & some MWR functions only. This ID card does not contain any branch or rank information; rather, it has generic VA information.
What I propose is that these veterans rated 100% P&T by the VA be given the blue ID card of a retired military member, with the branch and rank information pertinent to the information on their most recent DD-214. The veteran will be treated as a medically retired member of their service branch with full privileges, except for retired pay and TRICARE.
