Give the FDA the authority to recall cosmetics

Strengthen the federal goverment's ability to regulate cosmetics for safety. Currently, the FDA can only advise a recall. They can not mandate it.

They need the ability to recall dangerous cosmetics, to deal with problems such as toxic asbestos in talc (http://www.seattlepi.com/national/article/Study-Cosmetic-talc-products-c...).
