Four million Americans cannot vote. They are citizens and nationals subject to the jurisdiction of this country but are denied federal suffrage.
The people of Guam, US Virgin Islands, American Samoa, Northern Marianas, and Puerto Rico live under the laws of the United States yet they have no vote or say in passage of these laws. They pay taxes without representation and serve in the military without representation yet are unable to change laws or pass laws.
The 14th Amendment of the Constitution says in part people, "subject to the jurisdiction [of the United States]" are citizens of the United States. These countries are subject to the laws of the United States, therefor they are citizens of the United States, citizens without their rights.
