Give federal supervisors the authority to easily terminate underperforming employees and more flexibility in hiring

The federal sector is facing large issues with underperforming or duplicate employees. In an effort to make the USA more efficient and more like the private sector, give supervisors more flexibility and power in hiring and firing of their employees. Many agencies face multi-year efforts to terminate employees. When supervisors change jobs many new supervisors struggle to contine the super-difficult firing process. Often these underpreforming employees are then placed on reduced workloads placing an increased burden on employees who do perform. With restricted pay increses these hyper-performing employees often have little-to-no compensation for taking on additional work-loads. Please streamline the termination process.
