As of January 20-22 (possibly days after), the Ukrainian Special Police also known as Berkut have began to shoot at unarmed civilians. Ukrainian PM M. Azarov has stated he will authorize force against civilians. This is a violation of various commitments Ukraine has made to the international community. Please formally denounce the actions of the Ukrainian government in its actions against unarmed civilians and the uncheck use of force against them.
