NYC prevents a person who has made a mistake in their life before the opportunity to turn around their lives. Statistics prove a third of freed ex-cons are rearrested every year due to them not being able to transition back into society. A major cause of this is the fact that employers do not give opportunities to ex-cons because they consider them a risk. A certificate of relief is not a concrete way for an ex offender to enter back into society because it is only a presumtion that the offender has been rehabilitated. Not all ex cons are the same, for example a person could have worked their whole life and been on the right track, but made one mistake. Is it right to have them be outcasted by society when they faced there consequence and now look to move forward to better their lives?
