Too many children are born into poor living conditions.

It is a common complaint that welfare families produce more children to continue getting more welfare.

We should create an initiative to allow people to accept standard food stamps, housing assistance and reasonable living stipend. In exchange, they can temporarily give up the right to reproduce. Prior to receiving each welfare benefit, recipients should demonstrate proof of birth control - both male and female.
