Give government benefits to the working poor, not the lazy poor.

If a person in poverty is given government benefits (Housing, foodstamps, etc.), they should be given drug tests and have to do Volunteer/Paid work for at least 10 hours per week. In cities where poverty is common, citizens/illegal immigrants are given large benefits from the government paid for by the working class, and the people who recieve benefits usually do not have jobs. If drug tests/mandatory work is given to the recievers of government benefits, then the amount of taxes paid for giving free benefits to the poor will decrease.
