Only outstanding PhD students (with at least one award won in a research paper) should get a Green Card after their doctorate. Universities and governament sponsors investing a lot of money to bring outstanding foreignatonals should keep those people in USA. It does not make a lot of sense to bring the most clever to USA, educate them investing a lot of money for 5 years, and then sending them abroad within 60 days to lead foreign technology and research. Not solving this issue would lead USA to do not lead research anymore.
