The most efficient factor in job growth is not economics, but shame. Therefore, we the people petition President Obama to make all unemployed Americans wear a mandatory Hat of Shame, to encourage them to find jobs as quickly as possible to avoid ridicule.
The hat should be large, colorful, and possibly contain a noise-making element which continuously asks people for change.
