Give individuals on public assistance the right to obtain Pell Grants even after education.

Currently, Pell grants are the only way for poor individuals to obtain a college education if they already have one. Loans are out of reach and for many, are at maximum. For individuals who have went to a private college; loans are full and with current Pell restrictions; most of these individuals are unable to attend school. Granting back Pell Grants for individuals on public assistance when they go over 600% will allow individuals to obtain employment and get out of poverty.
