Allow veterans whose safety is compromised by the mishandling or policy or procedural limitations of their current VA to be reassigned and moved, to a region where more aggressive treatments are being utilized or less regulation procedural hassles interfere with that veterans inherent right to enjoy life and be as productive a citizen as possible.
