The Tiahrt Amendments limit federal gun trace data's use by state and local police to individual crimes, not investigation of gun trafficking. Gun dealers who have sold weapons illegally are shielded from civil suits brought by the communities they harm. They also allow lax record-keeping which helps a small minority of gun dealers funnel weapons to criminals.
