Michael Brown's Laws and the Demilitarization of Police are good reforms. However, they have a weakness: no matter what technological reforms pass, they will continue to be defeated by anti-social members of Law Enforcement: police who turn off their cameras, departments that game the system, etc.

NPT covers a wide variety of behavior that impacts perceptions of other people (including sensitivity to diversity), social behavior, judgment, and intelligence.
Testing is required at regular intervals, including application hiring process and at the recommendation of mental health professionals. Continued employment to be dependent on meeting NPT baselines. All new and current employees.
