Presidents for decades have mentioned that Youth are the future of America. Why not give them a full department with a secretary to represent it in the cabinet? By giving the Youth of America the thought that, "Our government cares for us, they have a department for my issues," as they age, they will then be more likely to go to the polls when they vote for the actual POTUS.
