Give office worker the rights to shut off, reduce, adjust the air flow of AC system.

Since the birth of modern Air condition system, many office workers in US have suffered unwanted air draft. Sometimes, it could be very cold air draft (40F). It caused long term healty issue, reduce morale, reduce productivity, reduce quality of work. Often business refuses to address the issue.
We ask congress to enact a law that requred all future office AC system (give 3 year time) be made like the airplane where each passenger can adjust or shut off the air flow at any time. All future office should be designed to give each office worker the rights, and means (valve) to adjust, shut off the airflow.
Require all existing office with AC system to add this feature in 3 years.
